Read budget

An area, a level and row budget, and what they read

The box at the map center is read with read({ bbox, maxLevel, maxRows }). The box keeps its size on screen, so pan to read another place and zoom to cover more or less ground. The level budget, unlimited by default, excludes finer levels outright. Within it, rows come in source order, coarse levels first, so a small row budget stops at an overview and a larger one fills in finer levels. Only the pages holding the kept rows are fetched.
